925.05 DUMPING AND BURNING.
   (a)   Notwithstanding any provision of Ohio R.C. 3734.03 or any administrative rule of the Ohio Environmental Protection Agency, no person shall throw, dump, bury or burn any garbage, refuse, rubbish or yard waste on any premises, public or private, within the City. The burning of paper, cardboard, wood, and other yard waste will be permitted only for the purpose of cooking for human consumption, and/or home heating, subject to the restrictions of any fire code and/or Ohio Environmental Protection Agency rule or regulation. Commercial incinerators will be permitted only with approval of the Ohio Environmental Protection Agency.
   (b)   No person shall place or cause to be placed any waste on the property of another or public grounds for disposal without the express consent of a person authorized to give consent.
