All petitions for vacation of streets and alleys filed pursuant to Chapter 723 of the Ohio Revised Code or any City ordinance shall be accompanied by a fee computed as follows:
(a) A non-refundable petition processing fee of twenty-five dollars ($25.00), plus publication costs, to be paid at the time the petition is filed. Where actual publication costs can not be determined, then an estimated cost as determined by the City shall be paid.
(b) Prior to petitions for vacating streets, avenues, ways, places, alleys and the like being approved by legislation of Council, the petitioner(s) shall also have paid a fee in an estimated amount to cover cost of recording, together with the costs of removing, replacing or relocating the pavement, curbing, sidewalks, utilities and the like and the cost of any regrading, if required. Actual costs as estimated pursuant to this section shall be paid by the petitioner(s) within 30 days of invoice by the City.
