(a) Issuance of Certificate.
(1) Not more than five days after completion of the application form provided in this chapter, the City Finance Director, or his/her authorized representative upon approval of the application, shall issue a certificate of registration to each applicant upon payment of a fee of twenty-five dollars ($25.00).
(2) Notwithstanding any provision of this chapter, a certificate will not be issued if the City Finance Director or his/her authorized representative has determined that:
A. The applicant has misrepresented his/her identity or intention or made a false, misleading, deceptive, or incomplete statement in providing the information required in this chapter; or
B. The applicant has been convicted, during ten years preceding the date of application of any felony or of a misdemeanor involving moral turpitude or force or violence.
(b) Duration. The certificate of registration issued hereunder shall not be transferred or assigned or used by any person other than the one to whom issued and, except as provided in subsection (a)(1) hereof, shall be valid for a period of not more than one year.
