(a) The City hereby establishes that no person or commercial establishment shall install, control or have on their premises any alarm equipment which emits false alarms that cause or results in response by the Police Department or the Fire Department or other emergency service that is contracted by the City.
(b) The City therefore makes strictly liable and imposes a civil penalty to any person or commercial establishment having such alarm(s) which emit false alarms, either directly or through third person or device that cause or result in response by the Police Department or the Fire Department or other emergency service contracted by the City.
