511.01 DEFINITIONS.
   The following terms shall have the meanings respectively ascribed to them for the purpose of this chapter.
   (a)   "Alarm equipment" means alarm system or any assembly of equipment and devices which signals, so as to be seen or heard outside the protected building or space, the presence of fire, smoke, robbery burglary, vandalism or unauthorized intrusion and includes an interconnected alarm system as hereinafter defined. Also, any electronically or mechanical equipment that is installed or in place for the purpose of emitting warning or alerting another person, company or agency of a potential emergency condition that threatens life or property, and shall include all systems that transmit the alarm to the emergency service.
   (b)   "Commercial establishment" means any firm, partnership, business, company, institution or corporation. Also, any building or buildings in an area used primarily for nonresidential, commercial purposes.
   (c)   "Emergency service" means any public agency or private agency that has been contracted by the public agency, such agency being located within the City corporation limits, that has been authorized or directed to notify law enforcement, fire or rescue personnel of any emergency that concerns threat to person or property. Also, any entity who is authorized by the City to respond directly to an emergency condition upon notification that an emergency condition exists.
   (d)   "False alarm" means any warning to an emergency service, whether emitted directly or through a third person or device, that puts an emergency service on notice that an emergency condition exists when in fact no such emergency condition does exist.
   (e)   "False alarms fire and rescue related" means alarms concerning fire, rescue or medical related emergencies.
   (f)   "False alarms law enforcement related" means alarms notifying law enforcement of robbery, burglary, intrusion, or any other police related matters.
   (g)   "Interconnected alarm system" means an alarm system which directly or indirectly, automatically or manually, uses a telephone line or cable line to transmit an alarm or message upon activation of the alarm system.
   (h)   "Residential premises" means any one, two or three family dwelling.
   (i)   "Response." Police response is upon dispatch. Rescue and fire response are upon dispatch by person, radio or pager.
