(a) When provisions of this Traffic Code regarding illegal parking (other than parking meter violations) have been violated, a police officer or parking enforcement officer of the Municipality, when deemed appropriate, shall record:
(1) The location of the vehicle when the illegal parking occurred;
(2) The current state license number of the vehicle;
(3) The time of day or night the officer detected the vehicle in violation of this Traffic Code; and
(4) Any other essential facts.
(b) Each reporting police officer or parking enforcement officer shall also attach to the vehicle a notice to the owner or operator thereof to pay the scheduled fine within 72 hours or appear on the date and time of the next scheduled court session.
