No person, except emergency personnel on emergency calls, shall park a vehicle on any street within the Central City Parking District, or in any other parking district, or in any City-owned or operated parking lot, or in a posted parking zone, for longer than thirty continuous minutes between the hours of 2:00 a.m. and 5:00 a.m. of any day unless authorized by the City Manager or Chief of Police for good cause as determined by either or otherwise authorized by law.
