Notwithstanding any other ordinance or resolution to the contrary, with the issuing of a permit as provided for in this chapter, the City Manager is authorized to temporarily close any street, alley, or park for the purpose of the event without any further action except the notifying of the Parks and Recreation Director, the Police Chief, the Fire Chief and the Operations Superintendent.
