312.03 OUTDOOR MEETING, DEMONSTRATION OR RALLY ON PUBLIC PROPERTY.
   It shall be unlawful for any person, organization, or entity to hold any outdoor meeting, demonstration, or rally on public property or conduct or participate in any parade upon any street or alley, or block off any street or alley area, unless a permit, on a form prescribed by the City Manager for such event, has been issued by the City Manager.
(a)   Permit for Open Meeting, Demonstration or Rally. Application for use of a park or public property for open meeting, demonstration, or rally shall be made to the City Manager at least fifteen days prior to the event. The established minimum application period may be waived by the City Manager upon the showing of good cause by the applicant as determined unanimously by the City Manager and City Finance Director. The application shall contain the following information:
(1)    A description of the event;
(2)    The day and hour(s) of the event;
(3)    Location of the event;
(4)    A reasonable and good-faith approximation of the number of persons expected to attend the event;
(5)    The names and addresses and telephone numbers of the persons sponsoring the event.
(b)    Parade Permit. The application for a parade permit shall be submitted to the City Manager within fifteen days prior to the event. The established minimum application period may be waived by the City Manager upon the showing of good cause by the applicant as determined unanimously by the City Manager and City Finance Director. The application shall contain the following information:
(1)    The name, address, and telephone number of the person seeking to conduct the parade;
(2)    If the parade is proposed to be conducted for, on behalf of, or by an organization, the name, address, and telephone number of the headquarters of the organization, and of the authorized and responsible heads of such organization;
(3)    The name, address, and telephone number of the person who will be the parade chairman and who will be responsible for its conduct;
(4)    The date when the parade is to be conducted;
(5)    The route to be traveled, including the starting and the termination point;
(6)    The approximate number of persons who, and animals and vehicles which, will constitute such parade; the type of animals, and the description of the type of vehicles;
(7)    The hours when such parade will start and terminate;
(8)    The location of the streets or of any assembly areas for such parade;
(9)    The time of which units of the parade will begin to assemble at any such assembly area or areas;
(10)    Any additional information which the City Manager shall find necessary to a fair determination as to whether a permit should issue;
(11)    The acknowledgment of any lawful conditions or reasonable alternatives required by the City Manager for issuance.
(c)    Rules and Regulations. If the proposed meeting, demonstration, rally, or parade does not comply with rules and regulations applicable to public parks or public properties, the City Manager may present reasonable alternative locations, times, routes, or other conditions that will comply. The applicant can either accept the City Manager's changes or appeal the same.
(d)    Permit Issuance. Upon receiving the proper requested information in the application, in a timely manner, unless otherwise waived, and upon compliance with this section and Section 312.05, the City Manager shall issue the requested Open Meeting, Demonstration, Rally or Parade Permit.
