This chapter shall be interpreted to apply to all groups seeking permission to hold an outdoor meeting, demonstration, rally, or parade upon public property or in a public park within the City without regard to the cause or person to be supported, advocated, or denounced by the group seeking such permission. Nothing in this chapter shall be construed to allow the City Manager or any other City official to regulate the content of any message the applicant group desires to send. Further, nothing in this chapter is intended to prohibit, restrict or delay any person, group, or organization from activity otherwise permitted by law
