312.01 DEFINITIONS.
   As used in this chapter, the following terms shall have the following meanings:
(a)    "Demonstration" means a gathering of twelve or more persons in a public park or on other public property, the purpose of which is to present a public display of group feelings toward a person or cause, or for the purpose of expressive activity.
(b)    "Outdoor meetings" has the same meaning as "demonstration".
(c)    "Rally" means a gathering of twelve or more persons with the intent to arouse group enthusiasm; does not mean gatherings for merely public entertainment purposes.
(d)    "Parade" means a gathering of twelve or more persons in procession in a public park or upon public property with purpose to present a public display or to commemorate or recognize a particular event or time in history, view point or culture, also, may be for the purpose of expressive activity; however, does not include funeral processions.
(e)    "Public Park" means any area designated as a park or playground for use by the public within the City of Napoleon, Ohio.
(f)    "Public Property" means any property owned by or leased to the City or dedicated to the City, regardless of its location or use; also, means any public street or alley within the City.
