305.01 AUTHORITY OF CITY MANAGER.
   (a)    The City Manager shall place and maintain traffic-control devices and signals, when and as required under the traffic ordinances of this Municipality, to make effective the provisions of such ordinances, and the City Manager is authorized to place and maintain additional traffic-control devices and signals as the City Manager shall deem necessary for the proper control of traffic, and pursuant to this authority the City Manager shall have the power and authority to:
      (1)    Establish traffic-control signals and the placing of devices therefore;
      (2)    Determine and designate one-way streets;
      (3)    Establish stop and yield right-of-way intersections;
      (4)    Place markings or signs for turning at intersections;
      (5)    Designate certain routes as through streets;
      (6)    Establish and designate pedestrian crosswalks and safety zones;
      (7)    Regulate and limit parking on streets, City owned or leased parking lots;
      (8)    Designate bus loading zones, taxicab stands, and loading zones;
      (9)    Mark traffic lanes, center lines, and individual parking spaces; and
      (10)    Designate play streets and zones of quiet
      (11)   Temporarily suspend or establish parking restrictions for special events or other cause.
      (12)   Temporarily suspend and/or restrict access to alleys.
   (b)    All traffic-control devices shall conform to the uniform system of traffic-control devises as provided for in Ohio R.C. 4511.09.
   (c)    Except in emergency situations where the City Manager has complete authority to establish and maintain traffic-control devices without review, and except as provided in paragraph (d) herein, the City Manager shall announce his or her intention to act pursuant to and under the authority granted by this chapter by journalizing his or her actions with the City Engineer’s department and upon filing notice thereof with the City Finance Director. Such action shall become effective upon approval by legislation of Council at its next regular meeting. If the action of the City Manager is neither approved or disapproved by resolution of Council within thirty days after the filing of notice with the City Finance Director, the action shall be effective after the thirty day period without approval of Council. All such action of the City Manager shall be journalized with the City Finance Director.
   (d)   In case of special events or other cause, as determined by the City Manager, the City Manager may, without approval of Council, temporarily establish or suspend parking restrictions by public notice and upon notification to the Police Chief. Public notice may be satisfied by the City Manager having erected parking (control) signs in the immediate area intended to have the parking restrictions established or in case of mere suspension of restrictive parking, public notice may be accomplished by bagging the parking signs in the restricted parking area.
   (e)   Notwithstanding the other provisions of this chapter, the City Manager may, as deemed appropriate by the City Manager, sign and temporarily restrict access to alleys within the corporation limits for the purpose of preventing damage thereto. Such action shall become effective upon journalizing his or her actions with the City Engineer’s office.
