(A) Required. All premises using the city water supply must be equipped with an adequate water meter furnished by the city.
(B) Location; access. Meters shall be installed in a location that will have easy access.
(C) Reading meters. The utilities maintenance person shall read or cause to be read every water meter used in the city at least once every two months. (Except in the winter months when reading may cause freezing. A flat rate shall be charged at this time.)
(D) Testing meters. Any municipal meter shall be taken out and tested upon complaint of consumer, upon payment of a fee in such amount as established by resolution of the City Council, which may be waived by the city. If, upon test, the meter is not within 3% of being accurate, it shall be repaired or replaced and the fee returned to the consumer.
