(A) Community waste may be transported and disposed of by residents and business establishments in vehicles provided by them, subject to regulation by the governing body as to the places of disposal. Vehicles used shall be of a type sufficient to avoid spilling waste upon the public ways of the municipality creating hazards to safety, and shall aid in the prevention of nuisances.
(B) The governing body may from time to time provide for the collection and disposal of such types of community waste as it may decide to collect and haul in connection with any project it may establish for community cleanup.
