§ 32.04 FINANCIAL RESPONSIBILITY AND PROCEDURE.
   The city is responsible to maintain and support the Volunteer Fire Department. The city relies heavily on the county to do this. The Volunteer Fire Department must submit its budget to the Mayor and City Council, for consideration in their annual budget by April 1 each year. The tentative operating and capital budget for each Department of the city must be adopted on or before the first regular meeting of the City Council in May. A supplementary estimate of capital projects which the Department believes should be undertaken within the next three years, should be submitted annually, in conjunction with its budget request. The City Budget Officer will take large capital outlay items to the county for its consideration in its budget. This should be done no later than September.
