For the purpose of this subchapter, except where the context clearly indicates or requires a different meaning, the terms LOCAL IMPROVEMENT, OWNER and LOT have the meanings given those terms by ORS 223.387, as now or hereafter constituted; and the property which is to be assessed for the cost or part of the cost of a local improvement, and the property on which the local improvement is located, shall be known together as a LOCAL IMPROVEMENT DISTRICT.
