§ 33.20 CHIEF PETITIONER DESIGNATED.
   Prior to acceptance by the City Recorder of a petition for initiative or referendum, a Chief Petitioner, who shall be a legal voter of the city, shall be designated by those filing the petition and the estimated election and publication costs to be incurred by the city, in carrying out the provisions of this subchapter, shall be paid by the Chief Petitioner. The Recorder shall estimate said costs from information obtained from the County Elections Department and from the newspaper in which initiative/referendum information will be published. If actual costs incurred by the city exceed the paid estimate, the Recorder shall bill the difference to the Chief Petitioner. If the paid estimate exceeds actual costs incurred by the city, the Recorder shall refund the difference to the Chief Petitioner. The designated Chief Petitioner shall indicate his or her acceptance of such designation by filing with the Recorder an acceptance which shall be substantially in the following form:

I understand that I must pay for election/publication costs estimated to be incurred by the city. I further understand that, if the costs incurred exceed the paid estimate, I must pay, and will be billed for, the difference. I also understand that if the paid estimate exceeds costs incurred the city will refund the difference to me.
