§ 150.38 ABATEMENT BY CITY.
   If the Council’s orders are not complied with, the Council may specify the work be done, file a statement with the City Recorder and advertise for bids for the completion of the work. Bids shall be received, opened and the contract awarded pursuant to city contracting policies.
