(A) Mailed notice. After the Council sets the public hearing, the city shall notify the owner of the building and, if not the same person, the owner of the property on which the building is situated. The notice shall also be sent to any occupant of the building. The notice shall state:
(1) A hearing will be held concerning the nuisance character of the property;
(2) The time and place of the hearing; and
(3) The hearing may be cancelled if abatement is completed before a specified date.
(B) Published and posted notices. Ten days’ notice of the hearing shall be published in a newspaper of general circulation in the city or by posting notices in three public places in the city.
