(A) (1) The base line for the house numbering system running northerly and southerly shall be described as follows: beginning at a point which is 250 feet north of the platted centerline of Second Street and Alder Street and running due east, also due west from said point of beginning.
(2) The base line for the building numbering system running easterly and westerly shall be described as follows: Beginning at a point, said point being the centerline intersection of Maple Street and First Street, thence northerly, parallel to the east right-of-way line of First Street to the intersection of Alder Street and First Street extended, thence due north; also, southerly from said point of beginning parallel to the east right-of-way line of First Street extended, to the intersection with the area previously known as the railroad track, thence due south.
(3) Building numbering shall be determined by ranges or rows of blocks, as shown on city map(s). All streets beginning at any range of blocks shall begin with the number of that range, and all streets beginning or ending within any range or row of blocks shall begin or end with the numbers for the proportionate distance from the range as determined from the adjacent parallel streets.
(4) The distance between numbers varies as shown on the city map(s). The distance per number on curved streets shall, wherever practicable, be determined from proportionate division along the centerline of said streets and the frontage determined by the normal projection from said street centerline to the property line.
(B) The numbers for buildings on the north side of streets running easterly and westerly shall be odd numbers commencing with number 101, and the numbers for buildings on the southerly side of streets running easterly and westerly shall be even numbers commencing with number 102. The numbers of buildings on the easterly side of streets running northerly and southerly shall be odd numbers commencing with the number 101, and the numbers of buildings on the westerly side of streets running northerly and southerly shall be even numbers commencing with the number 102.
(C) Numbers shall be placed on every building, in accordance with city map(s) on file at the City Administrative Office, within 30 days after adoption of this subchapter. Every building hereafter erected within the city shall have on the street side thereof the number in accordance with the provisions of this subchapter within 15 days after its completion.
(D) It shall be unlawful for any person to take down, alter or deface any assigned number, or to render an improper number, or to substitute and display any other number than the one given in accordance with the preceding sections.
