(A) Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
PUBLIC AND SEMI-PUBLIC BUILDINGS. Includes all buildings or structures now existing or hereafter constructed intended primarily for public use and all such buildings or structures owned, occupied, maintained or possessed to which the public is admitted for any business or commercial transaction, use or service.
RESTROOM FACILITIES. A minimum of one toilet and one lavatory, each connected to and serviced by running water and sanitary sewer service.
(B) Restroom facilities required. The owner or person in possession of each public building or semi-public building in the city shall cause the same to be equipped and maintained with restroom facilities in operating condition.
