(A) Except for corrections, amendments to this development code text are legislative.
(B) Amendments to the zoning map that affect more than one parcel, or more than one-half acre, whichever is greater, are legislative actions.
(C) Amendments to the zoning map that require an amendment to the comprehensive plan are legislative actions.
(D) Amendments that do not meet the criteria under divisions (A), (B) or (C) above may be processed as quasi-judicial amendments.
