No development, including sanitary sewers, water, streets, parking areas, buildings or other development, shall be undertaken without plans having been approved by the city, permit fees paid and permits issued. Permit fees are required to defray the cost and expenses incurred by the city for construction and other services in connection with the improvement. Permit fees are as set by City Council resolution.
