(A) The city desires to encourage safe and affordable housing for the citizens within the city. Through careful screening of rental applicants, the landowners and community will benefit. The screening process should be based on information collected and data from rental applications. A properly implemented screening process will benefit landowners by minimizing unnecessary repairs and maintenance costs.
(B) The City Council believes the screening process will reduce law enforcement needs associated with rental property. The reduction of law enforcement needs will improve the safety of the areas surrounding rental properties.
