(A) The Mayor, subject to confirmation of the City Council, shall appoint a Library Board consisting of five members. Present Library Board members shall continue in office until expiration of their respective terms. All subsequent appointments shall be for a term of four years, except that the terms of office hereafter shall expire and appointments shall be effective upon July 1, rather than upon a calendar year basis. Appointments to fill vacancies shall be made for the unexpired terms. No person shall hold appointment as a member for more than two full consecutive terms, but any person may be appointed again to the Board after an interval of one year.
(B) At least three members of the Library Board shall be residents of the city.
(C) The public Library Board shall each year, on or before August 1, meet and organize by the election of a Chairperson. The librarian shall serve as secretary to the Board and keep the record of its actions.
(D) The Library Board shall:
(1) Consult with and advise the city librarian on all matters affecting operational policies of the library;
(2) Accept gifts of books and other suitable materials for the public library;
(3) Make recommendations to the City Council with respect to services, facilities, employment of staff and all matters pertaining to the maintenance and improvement of the city’s public library; and
(4) Submit an annual report on the operations of the library to the City Council and to the trustees of the state library.
(E) The Library Board may accept gifts, devises or bequests of money or property to the Library Trust Fund. Gifts, devises or bequests to the city for the library or for library purposes shall be deemed given to the Library Trust Fund unless a contrary intent on the part of the donor is evidenced.
