§ 90.055 ALCOHOL ON PUBLIC PROPERTY AND PUBLIC RIGHTS-OF-WAY.
   (A)   It is unlawful for any person to drink any alcoholic beverage upon any street, sidewalk or other public right of way.
   (B)   It is unlawful for any person to have in his or her possession while upon any street, sidewalk or other public right-of-way any bottle, can or other receptacle containing any alcoholic beverage which has been opened or a seal broken or the contents of which have been partially removed.
   (C)   This section does not prohibit the consumption of alcohol in sidewalk cafés which have been issued permits by the city.
   (D)   This section does not prohibit the use of alcohol on public property or public rights-of-way within the areas designated when a special event permit with alcohol allowed has been issued by the city; provided, that the permittee is in compliance with all applicable State Liquor Control Commission requirements.
