§ 74.16 VEHICLE TOWED FOR NONPARKING VIOLATIONS.
   A vehicle towed for violation of § 74.01 may be released upon proof of each of the following.
   (A)   Valid operator’s license. The person seeking release must either possess a valid operator’s license or be accompanied by a valid licensed driver. The city shall conduct a Department of Transportation search at the time the license is presented to the records clerk to confirm validity. If released, the vehicle will only be operated by the licensed party.
   (B)   Proof of ownership. The person seeking release must establish proof of current ownership by presenting title issued by the Department of Transportation.
   (C)   Proof of insurance or financial responsibility. The person seeking release of the vehicle must prove that the vehicle that was towed is insured in one of the following ways:
      (1)   Insurance policy listing the towed vehicle;
      (2)   A card from an insurance company verifying the issuance of a policy covering the towed vehicle;
      (3)   Proof of a bond approved under ORS 806.090;
      (4)   Proof of a deposit with the State Treasurer under ORS 806.060; or
      (5)   Proof of a Department of Transportation policy for self insurance under ORS 806.130.
