§ 74.09 TOWING AFTER IMMOBILIZATION.
   (A)   If the owner or his or her designee fails to contact the Police Department in response to the immobilization of a vehicle within 24 hours of the affixing of the immobilization device, the vehicle may be towed and stored at the expense of the owner.
   (B)   The vehicle shall not be released until full payment of all parking penalties, immobilization fee, towing and storage charges have been paid, or cash bond, in an amount equal to the sum of the outstanding penalties, immobilization fee, towing and storage charges have been posted with the city.
   (C)   The person towing the vehicle shall have a lien on the vehicle and its contents for reasonable towing and storage charges and may retain possession of the vehicle until such charges are paid, or bond, or some form of security, is posted.
   (D)   A lien described under this section does not attach to the contents of any vehicle taken into custody from public property until 15 days after taking the vehicle into custody.
