If the city's sewer mains are within three hundred feet (300') of the boundary of the subdivision, the subdivider shall, at his own expense, extend the sewer mains to the subdivision and shall pay a mainline sewer connection fee for connection with the city sanitary sewer system prior to recordation of the final plat.
