It shall be the duty of the City Engineer or designee to establish a uniform property identification system in the City, to name and number all streets therein and to designate numbers for houses or buildings fronting upon all such streets, to issue property identification certificates and to enforce the provisions of this title, consistent with the purpose of this chapter.
