No person, owner, manager, agent, entity or corporation acting individually or in concert with other persons shall carry on, own, operate or promote any carnival game, scheme or device where, by false pretenses, the purpose is to obtain from any player or persons any money, goods, or other valuable thing whatever, with intent to cheat or defraud any such player or person.
