(A) The owner of all houses, buildings or properties used for human employment, recreation or other purposes situated within the village and abutting on any street, alley or right-of-way in which there is now located or may in the future be located a public sanitary sewer of the municipality, is hereby required at his/her expense to install suitable toilet facilities therein, and to connect such facilities directly with the proper public sewer in accordance with the provisions of this chapter, within 90 days after date of official notice to do so, provided that said public sewer is within 200 feet of the property line.
(B) Such owners who fail to connect to the public sewer as herein provided shall be required to pay to the municipality the minimum sewer use charge as established by the municipality pursuant to § 52.15.
