(A) In the event that the property which the customer desires to connect with the sanitary sewer system has an assessment levied against it for the installation of sewer mains and the assessment has not been paid, the person desiring to connect with the sanitary sewer system shall be required to pay the assessment including the interest provided for in said assessment and in addition thereto the customer shall pay the actual cost of the connection which connection shall either be made by the village or by the customer with prior approval by the Board of Trustees.
(B) If the village is to make the connection, it shall first obtain an estimate of the cost and the customer shall be required to pay 50% of the estimate before the work is begun. The balance of the connection charge shall be paid within 60 days after the connections are made. If the total cost is not paid within the time indicated, the governing body or the Village Clerk shall mail a written notice to the owner of said property and the occupant thereof that the connection charge has not been paid. The notice to show cause shall also state that the customer shall have ten days from the date thereof to pay said charge or the water services to the property shall be terminated. The owner or occupant receiving the letter may within ten days of the date thereof notify the governing body through the Village Clerk that he intends to address the next regularly scheduled meeting of the Board of Trustees to show cause why said connection charge cannot be paid or that additional time is needed to pay the connection charge.
(C) The connection charge shall remain a lien on the real property involved until paid.
(D) Before any customer of the sewer department shall be allowed to connect with the village sewer supply system, he/she shall be required to pay the entire tap fee (set forth below) or to make arrangements satisfactory to the village to pay the said tap fee in ten equal monthly installments. The tap fee shall be:
(1) $250 for each connected service line and for each additional premise or separate premise. Supplies and materials furnished by the village will be charged at cost to the customer.
