All water consumers shall be liable for the minimum rates for each separate premise as provided by ordinance or resolution by the governing body, a copy of which is on file in the office of the Village Clerk and available for inspection by the public during normal business hours, unless and until the consumer shall, by written order, direct the Utilities Superintendent or the Village Clerk to shut off the water at the stop box, in which case the consumer shall not be liable thereafter for water fee accrual until the water is turned on again. As provided for herein, the governing body shall from time to time set the municipal water rates including minimum rates, pursuant to ordinance or resolution and § 32.30 of this code.
