No person owning or having charge, care, custody or control of any dog shall cause, permit or allow the same to be at large, to run at large or to go at large upon any highway, street, lane, alley, park or other public place, or upon any private property or premises other than those of the person owning or having charge, care, custody or control of that dog within the corporate limits of the Town of Murphy, State of North Carolina, unless the dog is physically restrained by a leash or chain, or under positive voice control, and the dog shall be in the charge, care, custody or control of a person of sufficient age, physical size and ability to restrain or control it.
