(A) It is the purpose and intent of this subchapter to regulate the location of adult establishments within the Town of Murphy to promote the health, safety, and welfare of the citizens of the Town of Murphy and the peace and dignity of the Town of Murphy.
(B) It is not the purpose or intent of this subchapter to restrict any communication or protected speech or to deny adults access to the distributors of sexually oriented entertainment.
(C) It is not the purpose or intent of this subchapter to deny reasonable access to the distributors and exhibitors of sexual oriented entertainment to their intended market.
