For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ATTACK. Direct or indirect assault against the Towns of Murphy and Andrews and the County of Cherokee, its government, its environs, or of the nation, by the forces of a hostile nation or agents thereof, including conventional or nuclear bombing, chemical or biological warfare, or sabotage.
CIVIL PREPAREDNESS (CP). To carry out the basic governmental functions of maintaining the public peace, health, and safety during an emergency. This shall include plans and preparations for protection, relief, recovery, and rehabilitation from effects of an attack by the forces of an enemy nation or the agents thereof, and it shall also include the activity in connection with disaster as defined herein. It shall not include any activity which is the main responsibility of the United States Armed Forces.
CIVIL PREPAREDNESS FORCES. The employees, equipment, and facilities of all town and county departments, boards, and the like; and, in addition, it shall include all volunteer personnel, equipment, and facilities contributed by, or obtained from, volunteer persons or agencies.
COORDINATOR. The Coordinator of the Cherokee County CP Agency appointed as prescribed in this subchapter.
CP VOLUNTEER. Any person duly registered, identified, and appointed by the Coordinator of the Cherokee County CP Agency and assigned to participate in the civil preparedness activity.
DISASTER. Includes enemy attack, sabotage, fire, flood, storm, or any other impending or actual calamity threatening to endanger health, life, or property of constituted government.
REGULATIONS. Plans, programs, and other emergency procedures deemed essential to civil preparedness.
VOLUNTEER. Contributing a service, equipment, or facilities to the CP Agency without remuneration.
