(A) An ordinance proposed to add to or replace provisions of a current ordinance of the town shall set out:
(1) Each paragraph to be amended as it stands;
(2) The words proposed to be stricken out and those to be inserted; and
(3) The paragraph as it would stand if so amended.
(B) The title of the new ordinance shall contain the entire title of the ordinance amended thereby.
