The Mayor shall issue a permit for the proposed group demonstration, for the proposed parade, and for the proposed picket line, unless he or she finds that:
(A) The activity is to be held at the same time and place as those designated in a permit issued pursuant to a written application previously received by the Mayor or his or her designee;
(B) The conduct of the activity will substantially interrupt the safe and orderly movement of other traffic contiguous to its routes;
(C) The conduct of the activity will require the diversion of so great a number of police officers of the town to properly police the line of movement of the activity and of contiguous areas so that adequate police protection cannot be provided the remainder of the town;
(D) The conduct of the activity will require the diversion of so great a number of ambulances so that adequate ambulance service to portions of the town not occupied by the activity and contiguous areas will be prevented;
(E) The concentration of persons, animals, and vehicles at assembly points of the activity will substantially interfere with adequate fire and police protection of, or ambulance service to, areas contiguous to the assembly areas;
(F) The conduct of the activity is reasonably likely to result in violence to persons or property causing serious harm to the public;
(G) The activity is to be held for the primary purposes of advertising a product, good, or event, and is designed to be held primarily for private profit; or
(H) The conduct of the activity will interfere with the movement of the firefighting equipment to such an extent that adequate fire protection cannot be provided to the town.
