(A) Every new tap into the existing sewer mains or new installed in extension of the city’s sewer system shall be installed by the town and shall bear a tapping fee charge of a fee determined from time to time by the Board of Commissioners per dwelling utilizing the tap. The fee may be altered from time to time by the town to account for increasing or decreasing costs.
(B) In addition to the tapping fee in division (A) above, the town may, if deemed necessary, institute a monthly sewer charge to defray the costs of operating, maintaining, and expanding the sewer system. The charge may be based on the character of the user’s sewage and its volume or the other basis that the Board deems justified.
