731.02 PERMIT REQUIRED.
   (a)   No person or entity shall engage in the business of collecting or removing recyclables, garbage, animal or vegetable refuse, ashes, rubbish, leaves, brush, trash or waste materials of any kind within the City and upon its streets without obtaining a permit to do so and complying with the requirements of the chapter.
   (b)   Effective September 1, 1996 each permit holder shall have available both nonrecyclable and recyclable sanitation service for each of its customers. There shall be no limit placed on the number of permits issued for collecting or removing recyclable and nonrecyclable material.
   (c)   Services for the collection of municipal, residential solid waste and curbside recyclables for one and two-family residents shall occur only on Thursday and Friday of each work week and the day of collection shall be designated by the permit holder. Should a holiday occur on either of the permitted days, collection shall be on the other permitted day.
   (d)   Collection by permit holders shall be between the hours of 6:00 a.m. and 6:00 p.m. on the day scheduled.
   (e)   If placed at the curb, containers for collection may be set out prior to 6:00 a.m. of the collection day, but in no case shall containers be set out prior to 7:00 p.m. of the previous evening. Emptied containers should be removed from the curbside on collection day.
   (f)   The collection of solid waste and recyclables may occur on any weekday at a commercial complex or a residential structure designed for three or more rental units.
