721.03 APPLICATION FOR CERTIFICATE.
   (a)   The applicant shall pay a fee as set forth in Section 163.34 upon filing the application required by Section 721.02.

   (b)   No fee shall be required for those applicants representing charitable, religious, political, civic, medical, and/or educational organization as defined by Ohio R.C. 2915.01(H), (I), and (J).
   (c)   The applicants described in subsection (b) hereof, shall not be required to obtain a certificate but shall be required to register.
