(a) No person, without the written permission of the Mayor shall discharge within the Municipality any firearm or thing charged with combustible material.
(b) Subsection (a) hereof shall not be construed as applying to the use of firearms in the lawful defense of a person, family or property of any person, nor to regularly appointed law enforcement officers, acting in the line of duty, nor to shooting galleries or rifle ranges, nor to gun clubs having a permit from the Mayor, nor to lawfully constituted military groups in target practice.
(c) Whoever violates this section is guilty of a minor misdemeanor.
