All orders, designations and determinations made by the Mayor, Superintendent of Roads and Utilities and the Chief of Police shall be in writing, signed by the Mayor, Superintendent of Roads and Utilities and the Chief of Police, entered at once upon a traffic journal, and duplicates thereof filed in the office of the Clerk of Council. The Clerk of Council, upon receipt thereof, shall insert such copies into a traffic journal, the Clerk's copy, and shall cause the same to be posted as provided for ordinances and resolutions of the Municipality. Such orders, designations and determinations shall be effective upon publication or upon the effective date specified therein, whichever date is later. However, any order or designation made by the Mayor, Superintendent of Roads and Utilities and the Chief of Police which sets forth circumstances of urgent necessity shall be effective immediately upon entry in the traffic journal, and the same shall be published in due course.
