1501.13 RAPID ENTRY SYSTEM.
   (a)   The following structures shall be equipped with a key box at or near the main entrance or such other location required by the Fire Chief effective July 1, 2007.
      (1)   Commercial or industrial structures protected by an automatic alarm system or automatic suppression system.
      (2)   Multi-family residential structures comprised of four or more units in which access to the building or common areas or mechanical or electrical rooms within the building are denied through locked doors.
      (3)   Any building or facility containing a quantity of hazardous materials, which would require compliance with Title III of SARA (Superfund Amendment Reauthorization Act).
      (4)   Governmental structures.
      (5)   Nursing care and assisted living facilities.
      (6)   Churches.
      (7)   Educational facilities.
      (8)   Any other structure or facility where, in the sole discretion of the Fire Chief requires a key box for emergency access.
   (b)   All newly constructed structures subject to this section shall have the key box installed and operational prior to the issuance of any occupancy permit. Individual keys provided by the owners will no longer be accepted and any such keys currently in the possession of the Munroe Falls Fire Department shall be returned.
   (c)   The Fire Chief shall designate the type of key box system to be implemented within the City and shall have the authority to require all structures to use the designated system.
   (d)   The owner or operator of a structure required to have a key box shall at all times, keep keys in the key box that will allow for access to the following:
      (1)   Keys to locked points of egress, whether on the interior or exterior of such buildings.
      (2)   Keys to locked mechanical equipment rooms.
      (3)   Keys to locked electrical rooms.
      (4)   Keys to elevator controls.
      (5)   Keys to the other areas as directed by the Munroe Falls Fire Department.
   (e)   All key boxes shall be mounted to the building/structure at a height of not less than six feet (6') above the ground (surface grade) nor more than eight feet (8') above the ground (surface grade). All key boxes shall be located directly above, or as close as reasonably possible to, the main entrance to the building/structure.
   (f)   The operator of the building shall immediately notify the Fire Department and provide the new key when a lock is changed or re-keyed. The key to such lock shall be secured in the key box.
   (g)   Enforcement of this section shall be accomplished through citations issued by the Fire Chief or his designee.
   (h)   Any violation of this section shall be punishable by a civil penalty of not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00) plus costs including reasonable attorney fees. Each day the violation exists/continues shall be considered as a separate offense.
