It shall be unlawful to erect or maintain any sign, poster, document, leaflet or other communication in or on the public ways and thoroughfares of the city or upon any of the city’s franchisees’ electrical, telephonic, or cable property (i.e., telephone/electric poles) unless specifically authorized herein.
