The Board of Commissioners shall consist of five persons to be appointed by the Mayor to serve for terms of three years and until their successors are appointed. However, the members first appointed shall be appointed so that the term of one member shall expire each year. Vacancies for the unexpired term shall be filled in the same manner as the original appointment. Members shall serve without pay and may be citizens of the city or relatives of person(s) buried in the cemetery.
