§ 91.55 QUALIFICATIONS FOR CITY MAINTENANCE OF STREETS.
   (A)   In order for existing streets and thoroughfares to qualify for city maintenance, they must meet the following specifications:
      (1)   They must have six inches of dense grade gravel for the road bed, three inches of blacktop asphalt, and one inch of surface blacktop.
      (2)   Blacktop surface must be a minimum of 20 feet in width.
      (3)   Each side of the right-of-way shall contain a five-foot easement for sidewalks on each side to comply with state specifications.
      (4)   All curbs and gutters must comply with state specifications before they will be accepted.
      (5)   Streets shall be designed with respect to topography to provide proper drainage for stormwater and to produce the proper grade of the street for the safety of pedestrians and vehicles using the streets.
      (6)   Road banks shall be stabilized and in a suitable vegetative cover. Bare clay banks adjacent to roads will not be accepted.
   (B)   All streets must meet these standards unless otherwise approved by the City Council.
   (C)   All streets proposed for city maintenance must be approved by the City Council on a street-by-street basis.
