§ 90.17 REGISTRATION AND ISSUANCE OF LICENSE; RABIES CERTIFICATE REQUIRED.
   All dogs kept in the city shall be registered as follows:
   (A)   On or before January l of each year, the owner or keeper of any dog six months old or older shall apply to the City Clerk for a license for each dog owned or kept by him. The application shall be accompanied by a veterinarian's rabies certificate and shall also be accompanied by a license fee of $5 for each animal.
   (B)   A license bearing a serial number and such other information that will properly identify the animal shall be issued on a form prescribed and supplied by the City Clerk and shall be void on January l of the following year. Upon issuance of the license, the owner shall be furnished a tag with the serial number. If the license or tag is lost, a duplicate shall be issued at a charge of $5 by the city.
   (C)   No license or tag issued for one animal shall be transferable to another animal.
   (D)   Any dog which does not have a tag indicating that the fees have been paid and/or any dog which does not have a tag indicating that that particular dog has had its rabies vaccination, shall be considered uncontrolled and subject to seizure.
