§ 73.05 BICYCLES, SKATEBOARDS AND IN-LINE SKATES PROHIBITED ON SIDEWALKS.
   (A)   No person shall operate a bicycle, skateboard or in-line skates on the sidewalks of the city. In addition, persons operating skateboards or in-line skates must:
      (1)   Stay off roads or parking areas used by the general public;
      (2)   Operate skating devices in a safe and prudent manner, which would not endanger people or property;
      (3)   Not threaten injury, obstruction or a hazard to pedestrians or motorists;
      (4)   Yield right-of-way to pedestrians, and signal when overtaking a pedestrian;
      (5)   Not attach to any moving vehicle on any roadway;
      (6)   Wear reflective clothing during dawn, dusk or night;
      (7)   Not operate skating devices on any city-owned or government-owned property;
      (8)   Not operate skating devices on any property used for religious gathering or meeting; or
      (9)   Not operate skating devices on any private property without written permission from the property owner.
   (B)   Parents or guardians are responsible for any violation by children under the age of 18. Any city police officer who witnesses a violation of any of the above-listed regulations may issue the violator a citation. The citation will be payable within 72 hours to the City Clerk at City Hall. Any unpaid citation will be forwarded to the Hart District Court.
   (C)   Violation of this section is subject to a minimum fine of $25 and a maximum fine of $100 for each offense.
